Time Travellers are rare beings who possess the power to manipulate time and warp themselves through the various Planes Of Existence by travelling through certain periods of time. It's known that all time travellers are born possessing this ability, it's impossible to manifest no matter how hard one tries, with the exception of the Filipinos as they had learned how to do this.
